Land Use Planning Experience
Trained originally in City Planning at the University of Pennsylvania, David spent several years in the 1970's as City
Planner responsible for long range planning at the City of Halifax, Nova Scotia, Canada. On becoming a consultant in
1982, he c
ontinued to apply his planning skills, undertaking numerous land use planning assignments in Canada and
internationally. He has
also provided advice to countries and regions on the important role land use planning plays in
the success of tourism development for destinations.
His consulting experience in planning includes city and
waterfront planning assignments in St. John, Ottawa,
Regina and Vancouver as well as regional planning in
the MacKenzie Delta.

In his many overseas projects, David has undertaken
planning assessments either directly or as part of
larger, tourism or development projects. For Jamaica
he completed a review of the planning system needs
for the country. In Qatar, he assessed the planning
legislation and zoning framework for Doha.

Land use planning assessments play an important but
often n
eglected role in the development of tourism
development strategies. Tourism strategies he
prepared for several countries including Dominica,
Trinidad and Tobago, and Barbados all addressed the
integration of land use planning in tourism development
processes.
